Cheryl was born in Ottawa and obtained her B.A. (Hons) from Carleton University in 1988. She graduated from Queen's University, Faculty of Law in 1992 and articled at a large law firm in Ottawa before being called to the bar in 1994.
Cheryl worked at Conlin & Payette, in association with Paul J. Conlin, from 1994 until 2016. In February 2017, Steven Neal joined Cheryl and they work in association as Payette & Neal.

Steven obtained his B.A. (Hons) in Philosophy from the University of Ottawa in 2008, later earning his Juris Doctor at the University of Saskatchewan, College of Law in 2012. After briefly contemplating a career in academia, he articled and practiced at the firm of Bell, Kreklewich & Chambers in Melville, Saskatchewan. He was called to the bar in May of 2015 in Saskatchewan, where he remains on the rolls as an inactive member. Upon returning to Ontario in 2016, he was admitted as a practicing member of the Law Society of Ontario in September of that year. He began practicing at what is now Payette & Neal in February of 2017.
